Regulatory background
The PPWR (EU 2025/40) applies from 12 August 2026. Article 45(3) requires non-established producers to appoint an authorised representative in every country they sell into.
Who needs one?
Any company placing packaged goods on EU markets without a registered office there: e-commerce sellers, marketplace vendors and cross-border distributors.
What does the AR do?
Registers with national authorities, reports packaging volumes, manages EPR system filings and acts as the official regulatory contact — on your behalf.
Risks of non-compliance
No representative means blocked market access and fines, and you cannot sell in that country. The deadline is firm.
